What is a certificate of origin?
A certificate of origin certifies the country in which goods were produced or manufactured. Customs use it to apply the correct tariff, enforce trade agreements and quotas, and — under a preferential CO (e.g. for a free-trade agreement) — grant reduced or zero duty. It is often required to clear the goods or claim preferential rates.

What is the difference between a preferential and non-preferential certificate of origin?
A non-preferential CO simply states where goods were made; a preferential CO (issued under a free-trade agreement) lets the importer claim reduced or zero duty and must meet that agreement’s rules of origin.
Who issues a certificate of origin?
It is usually issued or certified by a chamber of commerce or an authorised body in the exporting country, based on the exporter’s declaration of origin.
